      Manitoba Application Process

      Regulator: Liquor, Gaming & Cannabis Authority - LGCA
      Application platform: MyLGCA.ca

      These instructions are for after you have downloaded the Application Package from the fundingchange.ca platform. Click here if you need help finding your Application Package.

      Obtaining Eligibility and the option to Apply for the Charitable Gaming Licence

      1) Visit the MyLGCA.ca platform to set up your Individual account.
      Once your Individual account is created then you must work through Eligibility.

      2) The next step is acquiring Eligibility from the LGCA.

      If you have run a raffle in the last 3 years with the LGCA, your organization is already eligible:
      Please email gaminglicence@lgcamb.ca to attach your eligible organization to your individual account.

      If you have not run a raffle in the last 3 years with the LGCA:
      Please visit this form to apply for eligibility.

      3) Apply for a Charitable Gaming Licence

      Now that you have attached your eligible organization to your individual account, you will have the option to apply for the Charitable Gaming Licence in the toolbar to the left.

      Contract

      You must request a contract, it is no longer in the Application Package.
      Please email us at info@fundingchange.ca and attach your Application Package and we will prepare your contract.

      Ticket quantities setup
      The LGCA application manages ticket quantities differently than our system. The details circled in GREEN are the exact same as the Funding Change platform. The details in RED are unique to the LGCA platform. It appears that the Gross Anticipated revenue detail is used to determine your licence (under or over 10K).
      Please keep this in mind when adjusting your anticipated revenue here.

      Sample Ticket / Order Form
      Our Application Package will include the Draft Ticket which is uploaded as the Sample Ticket.
      We have not been required to provide a Sample Order Form, and as such we have been uploading the Draft Ticket twice. Please upload the Draft ticket as the Sample Ticket, & as the Sample Order Form.

      Here's an example of filling out the raffle rules on the LGCA application.

      Please note that the following must be included in your rules posted online:

      RAFFLE RULES CHECKLIST (MB)

      The method of the draw (by random number generator or can say electronic).
      If members of the organization or persons involved in the conduct or management of the raffle can or cannot purchase tickets.
      Any other restrictions attached to the winning of a prize(s).
      How unclaimed prizes will be handled.
      Your organization is responsible for contacting the winner, how will this be done? (Will call and email within 24 hours of the draw)
      The rule: “Must be a resident of Manitoba or physically located in Manitoba to purchase tickets.”
      For percentage payout raffles (e.g. 50/50s), the pot description (i.e. Pot starts at $0 and grows by 100% of ticket sales).

      The LGCA gives you an email address at the end of their application, once you have submitted it. You must send your entire Application Package to that email and reference your licence application.
